I brought up the example about North Carolina because I felt it was a very relevent example. Hurricane Floyd was a potential disaster that had been predicted for years, yet people along the delta did not have the political will to take steps that would have mitigated the problem. And I say 'never' because something very similiar happened in the Gulf of Mexico after the Mississippi River flooded in '93. To this day, there's a dead zone around the mouth of the Mississippi that didn't exist before and hasn't recovered since.
