as to marine life, the variety is wide. Lots of garabaldi, seals/sealions, parrot fish, lots of bugs(lobster), octipus, bat rays are around this time of year, many types nudibrank, spiney urchents(wow), couple types of bass, lots of kelp, and more and more. If you're going out on a boat, trust the skipper. They know the spots, and they change from day to day depending on the conditions. Anacapa is one of my fav.s. The Gardens, Underwater Island, Cat and Rat rocks, Landing Point, Coral Reef, The Channels, Portegues Rock, Goldfish Bowl can all be great. Not that familiar with Santa Barbara. Have fun, water temp is running the mid 60's, and vis is going anywhere from 20 to 60 ft+. Just depends.
