When you use a snorkel you hold your breath on entry. If you use scuba, simply hold your breath on entry and bob back to the surface if you have air in your vest. The depth you reach is not important if you hold your breath from the surface. Just don't breathe again until you reach the surface. Breath holding with scuba is only a problem when the air pressure is greater than sea level.
