Is there any corellation between this new found access and Bill 241??? You can venture your own guess.

But you are not allowed to tie off the rig, generally it's live boating and a good skipper will tell you that you don't want to interfere with the oil companies work. These are working rigs, they have tenders going back and forth so you need to coordinate with the rig.

My understanding is that you are also precluded from spearfishing, but scallops are yours. [within fish and game limits]
