A good plan of effort and one that's welcome. Those
of us that work the weekends on the dive boats
witness first hand the non-acknowlegement of the
private boaters when we are flying day shapes diplaying
limited movement due to dive ops and divers in the
water.

The near shore sites and Catalina are obviously
the prime areas this problem occurs, but last July
while doing some dives on the Moody (which is essentially
wide open water) we had a sail boat curise within 20'
of our anchored 28' boat while we had divers in the
water and the flags up. It took the skipper to open
hail the motoring sail boat and advise the sailer's
master that we were flying flags and what they mean
- the response from the sail boat's captain; "Oh,
sorry. I didn't know".

I suggest you also target the power boat shows
and marina yacht club gatherings. Start with the
Cabrillio Yacht Club - two of the more recent
near incidents I have witnessed involved boats
flying that clubs colors.
