i don't believe jim owns his own boat (though i could
be wrong about that), but i believe he meant that
when he charters a boat as a dive instructor or dm
then he makes up the rules that everone else on that
boat must abide by, since he is the one chartering it
and is in charge.
other people have also mentioned the same
thing, so apparently it's not unusual to have
specific rules on a boat made by those who are
responsible for chartering it.
