Hi Kelphead, most of the regulator manufacturers have a 40% limit on their Oxygen compatible regulators.
The main hazard with O2 is on the high pressure side (1st stage, SPG) this is where the high pressure O2 hits the seat and the pressure is reduced.
I have not heard of any problems with mixes under 40%. If there are problems they seem to be at the 80 to 100% mixes.
As far as titanium go's, I don't you are going to have a problem with anything under 40%.
