Agreed, the quality of divers are not trained to fend for themselves, much less be of assistance in an emergency. All of us are affected when someone dies. Using this rationale, when someone dies in a buddy team there are the relatives AND the buddy(s)that are affected emotionally. The basic premise it that we should make sure that we a physically fit our equipment is maintained and we dive within our limits. When we take chances and don't use common sense is when trouble is likely to happen, this can't be taught or I beleive legislated.
