I stand corrected! It is relevant how much inherent weight your gear contains already. Relevant as far as deciding how much extra weight to strap on when you start your buoyancy check.

It is not relevant, however, in the big picture, because it is just part of the holistic system and will automatically be taken into account when doing the check according to the procedure as I suggested it. In that context (and where I said it--after step two), it is hoopla.
