We have done some diving in San Simeon cove (right below Hearst Castle).
There is a dive down access (you have to pay to park close to the beach).
There is a lower parking lot just at the top of the beach. The beach is flat and easy, and the water protected by the northern arm of the cove from most swells.
However, that being said, there is a limited amount to see (only a few small reefs) and the visibility was never better than 4-5 feet.
