But Jim et al, what does having dragged bodies out of the water or performed useless CPR have to do with the discussion of whether buddy diving could have saved so many lives?

Your post above (Re: We all die alone) clearly shows that there is no guarantee in buddy diving to survive. The best insurance appears to be education, experience and sound evaluation of diving conditions (all of which diving with an experienced buddy is one element, and I don't think anyone ever denied it, me included).

Anyway, just imagine that ambulance medics would use their dreadful on-site experience to talk us out of driving cars. That's what it sound like to me.
