I was nearly arrested in the airport for carrying a small scuba knife. (I forgot about it in my carry-on tote bag). The officer there told me
it's a felony offense to possess a double edge blade in CA even though you can easily purchase them. (Double edge blade was more important than length) They are only to be used for the intended purpose, much like the martial arts tools that can be used as weapons. So, if you are going to or coming from a dive trip, you should be OK. Just make sure it's in your checked luggage when travelling.
