1. LP tank denominations are for the + rated pressure.

2. Therefore, your LP95 @ 3000 psi will only have 108 cuft--5 cuft more than the underfilled HP120.

3. With a refrigerated fill or with the necessary time, about 50% of my fills settled at 3500. If you're in the LA area, go to Reef Seekers or to the Huntington Beach sport chalet. I'm sure, other shops will give you the same if you ask for it and give them the necessary time.

4. Believe it or not, there are dive boats that fill to 3500, 3700, even 4000 psi. However, that won't be a settled one (just like the 3000 psi fills on dive boats are not settled). Check http://californiadiveboats.com/

I think the question is: how much air does the diver really NEED for her diving. Then, go from there.
