Charters are typically done by groups or clubs who really want the trip to go. The more full the boat, relative to their assigned maximum, the better off the Chartering group is.
I'd give you a suggestion on a specific group (i.e. my dive club) but I don't want to be flamed!!
BTW chartered trips do occassionally get cancelled for the same reason as open boats so it's not necessarily a guarentteed fix for you.
