Legal, well if you don't ram them I think it would be legal. Ethical, if you are a conservative hunter. Effective, yes. I was diving with a couple of guys in So. Florida who were hunting lobster on scooters and they could easily limit on a dive ( although they snared them). As for my own experience I rarely hunt. A matter of fact on the side of my scooter it says "SAVE THE LOBSTER CAMPAIN". A couple of years ago a bunch of weenie divers acused me of scaring all the bugs away with my scooter on opening night. What an excuse. I saw some of them and they look afraid to grap the lobster.
