I am a newly certified PADI "advanced" open water
diver. In my 2 cents, PADI makes it much too easy
for people to get to this degree of certification.
They (i.e. PADI instructors) will basically hand
you your upgraded c-card upon completion of five
dives, no matter what. Getting a CA driver's
license is like taking the college entrance
examine in comparison.
