I got a citation for "Hazordous scuba diving" at Shaw's cove. The lifeguard watched me enter the water, then called the cops. Unfortunately for him I just happened to surface with 2 other divers I ran into just before I hit the beach.
Even though I was seen surfacing with them, I was given a citation. Ultimately, I requested a trial by written declaration, so I didn't have to appear in court. After explaining in my letter that I had plans to rendezvous with my buddies at a pre-specified reef, the charges were eventually dropped.
The fine was $100, which needed to be paid pending the decision, and later returned to me.
So watch out for those lifeguards.They get bored.
I just don't understand why the lifeguard let me go in alone if he thought it was "hazordous" for me to do so.?!?!? Good Luck!
