Some of the best diving I have ever done in San Diego was between Christmas and New Year's a couple of years ago. Absolutely flat conditions, visibility 30-40 feet at La Jolla Shores (usually it's 10-15), and a huge squid run to boot.

The problem in December and January is storms. Unless there is high surf, visibility is generally pretty good. It's no big deal if you live here, because you can just wait a few days to go diving. But if you're coming from out of town, you run the risk of the storm screwing up your vacation. 25 good diving days a month doesn't do you any good if you happen to be here on the other 5.
