Generally speaking, anything that protrudes above 60 ft from MLLW, is considered a hazard to navigation and (if it's man-made) blown to smithereens. That's why you don't find mant wrecks in shallow water, at least in navigable waters. That said, the S-37 is in San Diego waters in about 25 ft.
