I reread your original post, and your statement about a PADI Instructor *having* to pass a student if he can perferm all the skills despite "scaring the shit out of everyone, including the instructor", and the loved one test.

One of the requirements that the student must pass is that they must demonstrate that they will be a safe diver in the environment in which they are trained. This requirement allows the PADI instructor to refuse certification if they demonstrate unsafe behavior.

I actually had to tell one OW student (that scared the shit out of everyone in the class AND in the shop I was working for) that they either had to get in shape and be able to demonstrate better performance in the water or I would not sign their C-Card. Otherwise, they should seriously consider taking up GOLF and forget about SCUBA. The student did not like this and opted to take thier business elsewhere, much to the relief of everyone in the shop and the class.
