I fully agree with you, Ken. Even with a very loosely screwed in valve, once there is pressure, the o-ring either seals and stays sealed, or it keeps bleeding air and never gets the tank filled (at least not for long and not without a loud hiss).
It really does look like they forgot to fill the tanks.
