Yes it is plankton. I enjoy seeing them glow when I go for night time swims.
At times they can be very bright.
If you turn off all your lights, you can see the movment of fish and your dive buddy in the water.
There are times when the phosphoresence is bright, the the breaking waves look like flashes of light.
It also makes the wakes of boats glow at night.
I too enjoy looking at it.
