This is BS, you can switch any time you want to earn another shingle. I hold Inst. credentials with a number of different agencies, as do most of my instructor friends. YOU pay the Instructor/Agency for training and proof of that training (c-card.) THEY then earn your respect and loyalty separately. If you want to change agency (tho I firmly believe that agency means nothing - instructor means everything) then obviously the original agency failed to earn your loyalty for whateveer reason. So you just do it - and the devil take the hind-most.
