Once you accept that air is EAN21, the concept of Nitrox diving could very well be included in a basic or advanced OW dive class. Introducing the thinking and formulae behind MOD and EAD would make a diver at least more educated, and MOD is actually a valid aspect of air diving (if deep). EAD is what you read off your depth gauge, and understanding the advantage of a shallower EAD also covers air-relevant aspects of narcosis and saturation. And with that understanding, planning a dive on EANx where x > 21 is not a mysterious problem anymore, and benefits become apparent.
