Thanks for the insight. Forgive the pun, but it sounds like this tradgedy may be dredging up issues that have been brewing under the surface for a while. It's too bad that SoCal boats don't have some sort of 'trouble list' for charter groups that have a proven track record of unsafe diving practices or poaching that can be shared as common knowledge. Besides keeping these groups out of the water, it might help limit liability for charter boats. What's going to be VERY interesting to see is if the dive boat that took the group out ends up getting sued by the victim's family....
