You talk about the "...movement to madate Nitrox training into basic classes.. " and that is how I understood it,
while Ken's take-out seems to be "that NAUI moves towards mandating Nitrox in it's basic classes "
In case I was not clear--you talk about Nitrox TRAINING, Ken may talk about mandating THE GAS.
