If you go down to Mexico in a vehicle you need insurance. It actually sounds like you got off well give that you did not have it. They can detain you even if you are not at fault if you don't have insurance. With fatalities I'm surprised they let you go. Valuable lesson, always buy Mexican insurance your US policy will not work there and it will take care of things like this
