Since I do not use a BC when I dive I normally am to bouyant at the end of the dive to easily hover near the seurface in sever conditions.
When I dive with a BC I normally dive on the light side on my weights so I don't need to inflate my BC much at depth. This causes the sme problem near the surface in severe conditions. A bit of negative bouyancy is helpful.
If you dive with more weight there is no need for the extra ballast. It depends on your particular style of diving.
