On the civil side, based on MHK's facts, provided you were actually harmed by the line cutting, you would have a solid cause of action for negligence, and a credible argument for an intentional tort for which punitives (i.e., big bucks not tied to actual damages) are recoverable. I'd throw in a claim for intentional infliction of emotional distress, too, depending on the law of that state. Of course, the line cutter would have to have some assets for any of this to matter. Criminal prosecution would be a possibility also, but I can't speak to the precise crime.

Moreover, how freakin' lame.
