The entire area from Cancum south has great diving and adventures. Chinorro Banks is the last frontier of Carribean diving, but it's 17 or more miles offshore and diveable only on calm days which is not often down there. I've linked a website for a friend of mine who just opened a dive shop this year in Xcalek.

Cozumel has very reasonably priced packages, and the diving is always great. Across the bay on the mainland lies Akumal and Tulumn with great Mayan ruins and beautiful reefs to explore without the crowds of Cozumel. Additionally, the area is home to breathtaking underwater cave systems and you can dive on a "cenote tour" which allows you a peek into these magnificant caves. I've linked my favorite shop there.

Belize is an exceptional dive area though considerably more expensive. All of the "keys" resorts offer packages.
