It is hard to force an experienced diver, who paid his/her good money for his/her dive trip, to escort/supervise an underexperienced diver. Babysitting duties cannot not be forced, and consider the liability incurred by the more advanced diver. After all, not all of them (maybe almost none of them) have thier own liability releases, and unless they are a current DM or Instructor, they are virtually uninsured for the activity.

I really think the industry needs to develop methods for newbies to get experience in a rational way. Not all will want this. May divers are more interested in guided tours in tropical locals. But for those who want to become seasoned divers, there ought to be a way to do this. Other than clubs, I do not know of a good way.
