As a first choice, I or another DM would dive with someone who is not comfortable under the conditions. But if that wasn't possible and the diver insisted on making the dive, I would find a more experienced diver to accompany them. I hate doing that -- I don't like having to ask someone who's paying their way to alter their dive plan and probably cut short their dive.
But having said that, it happens, and most divers who I've approached are happy to buddy up. When it happens to me (when I'm not working) I'll bring the diver back to the boat and, if I have enough air and conditions permit, I'll continue my dive on my own.
P.S. On the plus side, I've actually met some good buddies by being paired up with new divers.
