It is usually done for two reasons: when a diver is rusty and has no active dive friends, or a visitor to So Cal. The local shops can fix them up.

It is a good way for the new-to-the-area or the rusty to get wet again. They have an experienced diver to buddy with who can show then a good time. This buddy will also be focused on their safety and be ready to assist in preventing problems.

There is also the program called Discover Local Diving, which is a Divemaster Conducted Program. This is basically a tour that allows the diver to get a cute little PADI sticker to place on his/her C-Card. I have thought of ordering the stickers and offering them to all my buddies from out of town. Who knows they might like it!
