I hate to tell you, but I think it is an engineering problem here.
Fish that move slowly use a bladder. Sharks swim constantly and
don't. Old deep diving vessels use bouyancy to control descent
and rise. Newer ones are concieved to 'fly' up and down in the
water like a jet. In just functional terms, it works the same
for a diver. A BC is a great tool for a photographer or someone
moving slow. A hunter or explorer moving fast doesn't need a BC
to control their depth. You can argue safety or functionality
forever if you want.
