Jeff,
I too, have seen a similar creature. I saw mine on a night dive at Redondo Submarine Canyon. At first I thought what I was looking at was a Cusk Eel, but when I approached it, and closely examined it, I could definitely tell that it was something completely different. The creature was close to 2ft long, and was cream or slightly yellow colored. It looked to be a close relative of the Tigersnake Eel that I have seen off La Paz. I tried to match it up in a book that I have(National Audubon Society Field Guide to North American Fishes, Whales & Dolphins) and the closest thing that I could come up with was the general discription of Snake Eel. I know that there is a particlar name for this type of Snake Eel, but I have yet to find it. I hope this helps in your investigation. When you find the exact name please post your results here, as I am still curious.

Thanks
Robert Davis
