Baja California Grey Whale Kayak Opportunities

I'm curious.....
Are there opportunities to kayak anywhere along the Baja west coast with grey whales? Not as part of an organized whale chase or a commercial venture, just me, my kayak, and grey whales. Will I get shot by irate commercial panga captains or arrested by the Mexican Fish and Game?
