I would get on a trip to Santa Barbara Island. There is a large Sea Lion rookery there and you will always see sea lions there.
There is a trip, that is specifially going to dive with sea lions on the Great Escape (http://DiveBoat.com) on Saturday, December 30.
San Nicolas island also has Sea Lion, Elephant Seal, and Harbor Seal rookeries, but is not as easy to get to as Santa Barbara Island.
