I'm up in Sonoma where the alleged slimeball was supposed to have taken those abs. There is an underwater reserve in a cove at Salt Point State Park. In that cove, it's hard to find a spot on the bottom without life. It's normal to see 8"+ abs all over the place at 15-20 ft. As soon as you get out of the reserve, there is only a fraction of the life to be found. Poachers have a great share of the responsibility for depleting a resource that should be there for all of us and those to come.
Someone found guilty of such a crime should not only lose their gear and their freedom, their time and financial assests should go to doing the hard work needed to help our environment. Clean-up work, trail clearing, perhaps work at the marine mammal center should be part of what is required to compensate society for the losses caused by such a person's greed.
