In March the water temperature here is about at it's coldest. The water is getting cold this year, and it could be as low as 48ºF at depth. If you are comfortable diving in your dry suit I would bring it.
A boat dive to one of the local islands is a far superior choice to a local beach dive. The visibility and ease of diving is much better. I even enjoy Catalina dives that time of year, although my favorite island is San Clemente.
In my biased opinion, your best choice would be the Great Escape (http://DiveBoat.com/) out of San Pedro, or the Peace (http://PeaceBoat.com/) out of Ventura.
