Well, JRM, you hit the nail on the head. PADI is a marketing organization, first, last and foremost. Safety and education are fine so long as they don't interfere with revenue. In their model, diving is so easy and "fun for the whole family" that quality is irrelevant. That's why they market to 7 year olds and teach you via video. It's about time for another 20/20 expose.
