If the boot is the hard plastic "UK" make sure it says 7.25" and AL 80, then wet the boot, place it on a hard surface and stuff the tank into it HARD from about 1 foot up. If you hit the boot dead center it will slide on about an inch while it stretches a bit. Then just tap it home. If you miss a few times, don't worry, the boot material is tough. I tried the boiling water trick, and the boot just collapsed. The brute force method works, I've put dozens on this way.
