Mike points out that they can hide corrosion underneath.

But if you're doing a lot of the shore diving routine,
it gets old having a rounded bottom on the steel tanks.
For Als, I wouldn't bother.

As for application - best method is to leave to boot in the
oven at 150 for a good long while, then apply as you
normally will. The boot is much less prone to cracking.
