If you had read all the statements and news on this death, you would know that her death had obviously nothing to do with the wreck as such. Her problems had nothing to do with penetration and her body was found on the ocean floor, 30 feet away from the wreck, with an almost full tank. This could have happened to her anywhere under similar low-vis/cold water conditions.
Let's just keep the facts straight before we call for more restrictions (in lack of a better word).
