CARE and CEMR have similar concerns but are seperate organizations.
As a 501(c)3, CARE has a broader focus and supports artificial reef programs such as Project Yukon and wide-spread educational activities (like the DEMA booth. CARE does not support any specific legislation or policies. They just want the public to understand the habitat value of artificial reefs.
CEMR is almost strictly focused on supporting legislation and policies that create or enhance artificial reef programs.
Funding and support for both comes from several sources -- the sports fishing industry, divers, some environmental concerns, researchers and organizations in the oil and gas industry.
