My understanding for the necklace-mounted octopus is that in an OOA situation, you simply donate the reg out of your mouth (a known working regulator), reach down, pull up the octopus, and start using that yourself. This setup has a couple of advantages: The diver who needs the air can find it right away without thinking about it or hunting around for it, the donating diver can find their air quickly too, and it holds the octopus close to the body, reducing drag. This is the way I've always heard Michael, Terry Lee and others who are DIR proponants explain it. I just wanted to clarify that because your post gives the impression that Michael didn't have an answer for you except for "because I said so", which is not the case.
