I found a huge anchor and chain way outside of a popular diving cove up here in Nor-Cal. I don't think many people know about this artifact being that it is very remote. I'm assuming that it is probably 70 to 100 years old because that is when the coastal logging industry was in full swing and they were utilizing big barges before the rail came in.
Anyway, I would like to raise it and put it on display somewhere in a public place for everyone to enjoy. I don't see any reason to just let it rot in 97' of water. Afterall, technically it is a foreign piece of litter that a human was responsible for putting there, a human should have the right to remove it, right?
You obviously know many of the rules of salvage, how do I get permission to lift it, or do I even need permission? It is not in any preserve or park.
What are the rules?

P.S. Maybe one of these days I will make one of your club meetings when I visit SoCal.
