Any self-respecting skipper would not allow passengers to abuse the F&G regs as indicated above. He would stand to lose reputation and possibly be implicated along with his or her passengers. Once you garner the attention of Fish and Game it takes a long time to get them off your back. I do not know of any captain that would willingly accept that sort of grief in this day and age.
