If there is no established diving off of India (hard to believe with all that coastline), you might swing on over to Phuket or the Burma Banks. You can easily get certified at Phuket, Thailand. The place is one big tourist area. If memory serves me correctly, the Western coast of India is seasonally dry? That might be a better place to look than near the border with Bangladesh.
