I've talked to boat operators in Florida that have claimed that they have found it necessary on occasion to cut a C-Card in half and mail it back to the certification agency with a letter stating that the person was an unsafe diver and should not be issued a replacement card.
Whether or not it worked, I don't know. But it sure sounds like a good idea.
