the Great Escape if it goes out to SB island. Check their schedule in advance (look for dive boat listing at this site).
Other than that, the Pacific Dream out of Huntington Beach harbor (~30 minutes drive) is a fast boat that might go out to SBI more frequently.

In my opinion, depending on the ocean conditions, if you can make it to Catalina back side, you'll find what you want, it is a whole different world as compared to the mostly dived front side. But, hey, make a beach dive off Old Marineland, that's smack dab in PV. And for guaranteed sea lion encounters, I'd also go for a beach dive, to Dead Man's Reef in Laguna Beach (1 hr drive). They'll be dancing all over you!
